May I confirm if you mean this Project track under the Manage a Project template? The Project Tracker is actually a list in the site.
2.Edit the name and choose the site you want to apply the list.
3.Open Teams and press the "+", add Lists
4.Choose the list you created earlier.
5.Now, you are having a tracker on the tab.
