how to limit users create teams in client? they only can join teams but not create one.

Hi WebChan,

As you can see form this article: Microsoft 365 Groups and Microsoft Teams, when you create a team, on the backend, you're creating an Office 365 Group. 

So, if you want to control who can create teams in Microsoft Teams, you can can restrict Microsoft 365 group creation by using a particular security group and only add selected people to the security group so that they can create teams.
