Regarding your concerns, if your company doesn't allow to create new teams, since the ”Tasks by Planner and To Do" APP doesn't available in Teams group chat as well as in the free version of Teams, we recommend you may directly use the Planner APP or the To Do APP to collaborate with your division members.
