Hi Edie Forrest,

Thank you for the posting in our forum community.

Based on your description, if you are using Office 365 subscription and if you have access permission for Office 365 global admin, then it can be enable from Teams Admin Center. On the other hand, if you are not Office 365 global admin, then we suggest you kindly contact to an Office 365 global Admin of your organization. Because, if the chat option is disabled for one or more users  on MS Teams, it can be enable from Teams Admin Center under global policy or custom policy and assign to users. Following are the steps for enabling Chat option for MS Teams.

• Sign in Microsoft Teams admin center

• Click Messaging policies

• Click on Global or any other custom policy

• Turn on the Chat and click on Save option.

Note:

  1. The above operation can only be performed by Office 365 administrator.
  2. It may take 24 hours to complete the change, so please confirm it after that.

Here is the reference screenshot:

We are truly appreciating your cooperation in our forum community.

Regards,

Darpan

I'm able to chat with the blocked user on one machine, but cannot on another.  This seems to be a race condition where the new user was added in the system, but his start date had not been reached. I attempted to chat with this user before the start date.  The start date was updated to a sooner time actually, and I'm locked out from chatting.

Everyone else in my group can chat with this user

I can chat with this user from my phone on the Teams app

I can chat with this user on another Mac

What I cannot do is chat with the user on my primary machine, what seems to be an orphaned flag set locally on the client?

A re-install of Teams did not do the trick. What is the solution for this please, do I have to delete Teams and how to eliminate all artifacts?  Would I loose all chat history as well?

I have changed the policy as shown in the answers but still get the "Chat disabled by the administrator" message. I am the administrator and I have set all policies to allow chat. Is there a organisation-wide setting I could change?
