Intune Enrolement iPhone not loading company portal

My company has Intune setup and I can get devices to register but, the company portal will not install or allow installing outside from the app store. I would expect for the portal to install automatically but it does not. When I go in to the app store GET for the company portal is "greyed" out or wont allow it to be clicked. If anyone has any idea how I could fix this issue I sure would appreciate the help.

    Could you please try to visit the following link from the Safari, and to see if you can download the Intune Company Portal successfully.
    https://itunes.apple.com/us/app/intune-company-portal/id719171358?mt=8
    If not, on the device open up Settings -> Safari -> Block Cookies -> Make sure that is set to not block any cookies.

    In addition, besides Intune Company Portal, can you install other apps, such as Outlook, OneDrive and so on?
