Class notebook draw function doesn't work

Sometimes my students lose the ability to use the draw function.  I have no idea why!  Is there something they are tapping to make it not accessible?

    To troubleshoot the issue you encountered, we would like to collect some more information to further check it:

    1. Where do these affected students use OneNote class notebooks? OneNote for the web, OneNote 2016, OneNote for Windows 10, OneNote for Mac, OneNote for Mobile, or Class Notebook in Microsoft Teams? See What's the difference between the OneNote versions?
    2. Does the issue occur on all class notebooks or just some certain ones?
    3. When it fails to use the draw function, is there any error message or prompt? It would be great if you can provide some screenshots of the affected interface.
