External access enabled, but cannot access external users

In Microsoft Teams admin center | Org-wide settings | External access, the following have been set for the last seven days:

  • Users can communicate with other Skype for Business and Teams users: On
  • Users can communicate with Skype users: On
  • Add a Domain: microsoft.com | Allowed

Microsoft is already open federation. I am unable to send a message to any of my Microsoft contacts in Teams. I get the error, "We can't set up the conversation because your organizations are not set up to talk to each other."

    Well, the other Teams organization is Microsoft. They have open federation. I can try removed Microsoft.com as an allowed domain, but I only had added it when I could not message any of my friends and colleagues at Microsoft.

    Sorry to hear you're experiencing this issue. From the sixth instruction from the link below, it says: make sure the admin in the other Teams organization completes these same steps (added the domain to the allowed list). For example, in their allowed domains list, their admin needs to enter the domain for your business if they limit the organizations that can communicate with their users. Please see the link for the complete information.

    Alternatively, for the purpose of testing if you can communicate with external users, you may try to remove the added domain (temporarily) and see if it works.
