Additional features, settings, or issues not covered by specific Microsoft Teams categories

From your screenshot, your account might not have Microsoft Teams subscription. Please login to Office portal and click your avatar > My account > Subscriptions to check it and let me know the outcome. If you have no Microsoft Teams subscription like below, please contact your admin to enable it.
Note: Teams is available in all Office 365 A1 suite licensing, Business Essentials, Business Premium, Enterprise E1,E3,E5 and Enterprise E4 license plan, and if you are Office 365 A1 suite user, Microsoft Teams is off by default, you need contact your admin to turn it on.(Reference: https://support.office.com/en-us/article/how-do-i-get-access-to-microsoft-teams-fc7f1634-abd3-4f26-a597-9df16e4ca65b)
