Given this situation, to see if it is a client-only problem, I suggest you attend the meeting in Teams Web App to see whether the same issue occurred. If not, you can keep using Teams Web App as a workaround.
Since you are using VPN connection while you are in a meeting, it is suggested that you use the split-tunnel VPN as VPNs are typically not designed or configured to support real-time media. If convenient, to check whether the problem only occurred on your laptop, please join the Teams meeting on another PC with the same network connection to see the result.
