Title. Unfortunately I went into great detail the first time I wrote this and got hit with "WAF v2 has determined that your request exceeded the normal web request and has been blocked." So I guess too much detail?
anyways. Currently https://packages.microsoft.com/ is 404 when trying to install msodbc and sql tools following: https://learn.microsoft.com/en-us/sql/connect/odbc/linux-mac/installing-the-microsoft-odbc-driver-for-sql-server?view=sql-server-ver15#ubuntu17
Seems the repo was updated yesterday and that broke some of the packages.
But for the life of me I cannot find who is responsible for maintaining this? Who/Where can I report this to?

The install isnt for dotnet though? Its for ODBC drivers? I did find someone else complaining about this exact link but a different issue and it seems that no one knows where to report these issues to:

Cool but this is irrelevant? Its not a docs issue its a package management issue? The git link I posted literally says the maintainers of the Microsoft Learn repo says they dont know how to proceed since its not a docs issue?

Can you access the website normally now? The link is updated.
Microsoft uses a Web Application Firewall (WAF) to block malicious requests.
If you check the details of the attack event and confirm that the attack event is a false positive event, you can shield the attack event by setting the URL and rule ID to ignore (Web based protection rule), delete or close the corresponding protection rule (custom protection rule).

The WAF error was when I originally tried to post this question here on Q&A. Although it included many more screenshots/links to relevant items.
I think your comments are more directed to whoever maintains this site. I specifically just got around the issues by posting less content/links/pictures so the request is smaller.

When posting, you might receive an error message as illustrated below if the content you are posting contains restricted words such as system file references and URL injection type strings.
We are looking on a long term solution to avoid this error, as well as on an autosave/draft feature that will prevent users to lose their content when encountering this or any other platform error.
In the meantime, to verify if your content might get blocked due to certain keywords, before posting make sure you are able to “preview” your post without issues. If not, please modify your content to remove any system references and try to preview again. Once preview works, then you will be able to successfully submit your post.
In order to ensure that the content you posted will not be lost, you'd better press Ctrl+C to copy it first.
