The short answer for your concern is Yes, you can edit the posted announcement. For editing the announcement in the Teams, I'd like to share some more details. As the announcements posted in Teams channels are regarded as messages. If you want to edit the posted announcement, first your Teams Admin must enable the message policy in Teams Admin Center > Messaging policies > enable the option " Edit sent messages" after that assign the respective policy to the users who need edit sent messages. The changes in Teams Admin Center may take 24 hours to take effect, thanks.
Moreover, the team owner must enable the option in Teams via clicking the three dots (...) after the team name > Manage team > Settings > Member permission > enable " Give members the option to edit their message". In this way, you would be able to edit the posted announcement in the Teams channels, thanks.
