Getting Error While Changing Date in Excel

I am getting the below error while double click on red highlighted.

Did this problem only appear when click the red area? How about other areas?
What kind of data source did you use?

I want to open Format Axis.

Did this problem only appear when click the red area? How about other areas?
Other Area's are working fine by open in RED area i want to open Format Axis so i can change date.

What kind of data source did you use?
There is sheet in a file which is a part of this document.
