Excel Error 1002: Excel hangs after trying to close application

For a month now, Excel (Office 265) has been sticking when closing. Even when Excel is opened without a file, and then closed, this problem occurs. Word and PowerPoint do not have this problem. If I start Excel in safe mode the problem does not occur, but no add-ons are active.

I have already completely reinstalled Office once , but the problem remains.

The log indicates the following (translated from Dutch):

    If this issue does not occur with Excel in safe mode, in addition to checking add-ins, I also suggest you locate to C:\Users\<User Name>\AppData\Roaming\Microsoft\Excel\XLSTART, check whether there is any files or sub-folders in this forloder. If yes, please temporarily move the start items to other location to check the problem.

    Besides, if the issue still persists, you may start the computer in clean boot. Clean boot is performed to disable startup programs and 3rd-party services on the machine and check if they are conflicting with the Excel.
    (Note: Ensure to restart the computer in normal mode once troubleshooting is completed.)

    Hi Emily,
    Thank you for looking into it.

    In safe mode excel doesn't start. "Some thing went wrong" with error code 0x426-0x0. Tried the repair function with no luck. So I deleted MsOffice365 and reinstalled it for the second time. The hanging problem of Excel persisted. I restarted again in save mode en Excel still doesn't want to start (same error code). I checked how the Microsoft Office Services is configured, but I can't find it in the list of services.

    C:\Users\<User Name>\AppData\Roaming\Microsoft\Excel\XLSTART is empty
    Don't know if it is relevant but I have 3 maps under Users

    I've created an other account with no administrator permission and no connection to a Ms account and no OneDrive connection.

    Excel starts fine and closes normally in this account.

    Hello Emily,

    Thanks for all the time you put into it.

    • In the Security tab the permissions of Word and Excel are different for "Users". In Word 'Full control' and 'Adjustments' were granted and in Excel not. So I changed Excel and permitted users all rights. This didn't solve the problem.
    • The Compatibility mode was not ticked. I tried the compatibility mode for Windows 7 and 8. This didn't solve the problem.
    • Running the program as administrator is also not helping.
    • Stopping Ms antivirus program didn't help.

    A workaround could be if I could configure Excel to always start as: Excel /safe. Is this possible?
