Hi,
I also encountered the problem and solved it by running Command Prompt as administrator.
Windows Performance Recorder - Error code: 0xc5585011 - tool will not run
HI Everyone,
I'm experiencing an issue when using the Windows Performance Recorder tool. I get the following error via the GUI or Command Prompt:
Failed to enable the policy to profile system performance.
Profile Id: GeneralProfile.Verbose.Memory, Network.Verbose.Memory
Error code: 0xc5585011
Failed to enable the policy to profile system performance.
I cant find any info on this whatsoever. I'm using the latest version of Windows 10 20H2 (OS Build 19042.928) and I downloaded and installed the latest version of Windows Performance Recorder from here:
https://developer.microsoft.com/en-us/windows/downloads/sdk-archive/
Has anyone encountered this and overcome it?

2021-06-18T08:14:50.197+00:00 Hi,
Please check event viewer if it recorded some error message when started WPR?
Also check the group policy setttings below:
Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment
If any accounts or groups other than the following are granted the "Profile system performance" user right, this is a finding:Administrators
NT Service\WdiServiceHostConfigure the policy value for Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> User Rights Assignment -> "Profile system performance" to only include the following accounts or groups:
Administrators
NT Service\WdiServiceHost
Hope this helps and please help to accept as Answer if the response is useful.
Best Regards,
Carl
