Could you please tell me what the difference between Mail.ReadBasic and Mail.ReadBasic.All for Application scope is?

Althought they're not the same they work the same. The documented one is Mail.ReadBasic.All which is also the one that describes better its scope: Basic read (for) all (mail) messages.

Not really. He is talking about delegated permissions. If you look closely at the changelog for Microsoft Graph, you can make a guess that they seem equal. But I do not want to think that way.

"It is worth pointing out that this is only available on the delegated permission type (on behalf of a user) in this initial release and not application permission type (app-only)." This is for the Mail.ReadBasic permission.
