We tried to restrict the search in Teams to only find users that are shown in the GAL by turning on the setting "Scope directory search using an Exchange address book policy". It worked in the beginning. Users that have no Email address couldn't be found in the teams search, just as expected. But now the behavior changed. Users without an Email address can now be found again, which is bad because they also don't have a teams license.

    Try to disable the settings and then reactive it:

    In the Microsoft Teams admin center, select Teams > Teams settings.

    Under Search by name, next to Scope directory search in Teams using an Exchange address book policy, turn the toggle Off.

    then wait afew moments

    Turn on the toggle again and it will should take a few hours to take effect
