According to your description, may I understand that you’d like to copy a plan in Microsoft Teams? In your post, I did the same test and found it is a normal behavior, because they are the same planner but not copies.
Based on your requirement, I suggest you create a new plan and create a task with checklist. Then you can copy the task. When you update one of the tasks, the other one won’t be changed. To do this, I share the steps with you:
1. Create a new plan and create a new task with checklist. We can set the due date and others.
2. Then click the three dots and select Copy task.
3. Rename the task name and select the task information you want to share.
4. Once you copy the task, you can click the task to edit it.
Besides, you can also create two different planner tabs and copy the task for one tab to the other one by select the Plan name in step 3. And here is an article for your reference: Copy and move Planner tasks.
