Issue while adding a external user using teams deep link for chat

hi Team,

I am trying to initiate a chat session using MS deep link like below :-

https://teams.microsoft.com/l/chat/0/0?users=******@samedomain.com,user2@differentdomain&topicName=Prep%20For%20Meeting%20Tomorrow&message=Hi%20folks%2C%20kicking%20off%20a%20chat%20about%20our%20meeting%20tomorrow I am able to add the user(******@samedomain.com) which is from the same domain but I get an error for the user for the other domain(user2@differentdomain)

So wanted to check what all to be done to add folks to chat from outside your domain? Or is it not possible to chat with folks who are outside your domain?

Please note I have masked my actual domains and just put dummy values in chat.

    It is possible to chat with folks outside our domain as long as external access is enabled from the Teams admin center. Could you confirm such a setting as well as if the user's domain is blocked?
