Distribution groups - Delivery management does not work. Exchange 2013 and 2016.

Hello,
I have a problem with distribution groups. I want to limit the possibility of delivering mails to the group to specific contacts from outside and inside the organization.
I set delivery restriction to one email.
The first email from outside the organization, that is not on the list is blocked, but the next email from the same address send on next day is delivered to the group. How to fix it?

    Hi,
    What exactly is "delivery restriction" in your description?
    You can try the following methods:
    1 Set-DistributionGroup -Identity "dist group id" -AcceptMessagesOnlyFrom "smtp address"

    2 Set a mail flow rule like:
