Thank you. 1-Are you creating a team from scratch and if yes which other templates are are seeing when you try to create a team. 

Reference : Create a class team in Microsoft Teams - Microsoft Support If you can't see the class option check in your teams on web first. 2-Please  can you try teams on the web to see if you can see the template. If you can't create on the web also, then it is an account issue.

You need to reach out to their EDU admin or IT department EDU to check the template policy assigned to their account.
