Why are we missing the option to install apps using the new app centric management?

I have read the following Microsoft documentation and the two options to install apps to users/groups do not exist in our admin center:

No, we don't have any permission policies set.
Our setup policy is just default.
Our org-wide app settings is default.

    Based on your description regarding "Why are we missing the option to install apps using the new app centric management?".

    Kindly note that Microsoft changed permission policies, recently Install replaced with Available, When Available set to Everyone it means that Everyone can install this app, including people in my organization, guests, and external users.

    To add app on Teams kindly click on three dots or view more apps then enter the name of apps you want to add in your Teams in Search box

    However, if you want to edit availability you may achieve it by clicking on Edit availability
