Dennis, you were given incorrect information.

I pulled this from our Admin Center so you can see what E5 (No Teams) has. It no longer includes Teams, but it still includes the phone system. I don't know if you referred to Ms365 E5 or Office 365 E5, so I grabbed both screenshots for you. But it doesn't matter which one, they both come with phone system included.

So, that means -

  1. To use Teams, you just need to get the Teams Enterprise Standalone.
  2. You DO NOT need Teams phone licence.
  3. However, you still need a calling plan - which can be added from the "Add-ons" tab. The Add-ons tab lists all of the options that can be added to this E5 plan.

    • The Microsoft 365 E5 (No Teams) license does not include the Microsoft Teams app or any Teams-related services by default.
    • To enable Teams functionality, including Teams Phone, you must add the Microsoft Teams Enterprise license as an add-on.

    Teams Phone Licensing ScenariosHere’s how it works in your case:

    1. Teams Enterprise Add-on 
      This add-on is required to activate the Teams platform itself (chat, meetings, collaboration). Without it, Teams Phone cannot function, as it depends on the Teams infrastructure.
    2. Teams Phone Standard License 
      Once the Teams Enterprise add-on is in place, you can assign the Teams Phone Standard license to enable calling features.

    Yes, users will need access to the Microsoft Teams app itself (for chat, meetings, and collaboration).

    But they are also looking to enable calling features (PSTN calls, voicemail, call queues, etc.) through Teams Phone.

    Previously with the old E5 license, Teams and Teams Phone were included with the E5 license. With the new E5 (No Teams) license, I'm confused if the Teams Phone license is:

    1. Is included with the E5 (No Teams) license but requires the add-on Teams Enterprise License.
    2. Requires the add-on Teams Enterprise License and then can be added to the E5 at no charge.
    3. Requires the add-on Teams Enterprise License and then can be added to the E5 at an additional cost.
