I cannot edit my profile information, nor can I link my personal account to my buisness account when getting a free voucher for an exam

I cannot edit my profile information, nor can I link my personal account to my business account when getting a free voucher for an exam.
I am receiving the following error :
50040: Sorry, we are having a service interruption and we are unable to complete your transaction. Please contact customer support.
