1) Is there a way to run Windows Sandbox without VBS?
After my research, if you try to enable Sandbox, you need to get virtualization capabilities enabled in BIOS. In other words, you need to enable hardware virtual technology to enable virtualization in BIOS. However, VBS is also a hardware-based virtualization feature, which means when you enable virtualization in BIOS, your VBS may also be enabled. Besides, since Windows 10 version 1903 9D, we have succeeded in enabling Virtualization-based Security by default on some capable hardware. As a result, to answer your question, you need to firstly test if you can keep virtualization in BIOS enabled while disabling VBS.
