Windows simulator not working Windows 10 Home , VS Profesional 2019

Question

Hallo all ,
What exact requirements needs to be fulfilled to run Windows Simulator . exe on my laptop.
I used that to test that the WPF application works correctly on device where is touchscreen installed.
Actually the state is that I cannot run the Windows Simulator exe .
I have Windows 10 Home and Visual Studio 2019.
I remember I was able to run it on same setup I actually have.
