Do all user need Copilot or Teams Premium licenses for Intelligent Recap?

All of our Teams Rooms are Pro licensed, but do all users in our tenancy also need to be Copilot or Teams Premium licensed to get the Intelligent Recap from a meeting in a Teams Room?

    After doing some research, it is confirmed that users do not need to be individually licensed with Copilot or Teams Premium to get the Intelligent Recap from a meeting in a Teams Room with Pro licensed. The Teams Rooms Pro license itself includes the necessary features for Intelligent Recap. Please make sure the Copilot is turned on for all your Teams users.
