Error - Changing access level to Basic

As a Project Collection Administrators of the organisation I am trying to give a user 'Basic' level from 'Stakeholder' but I am getting Oops! Something went wrong attached error.

There's only myself in the new organisation so I think I should be able to add 5 basic users using free account. The user I am trying to add is on organisation's AAD.

Could you please help? Please let me know if anymore information is required.
