AWS management pack , an issue with CloudWatch metrics and ELB

Hi !

Another issue I've met to and an another attempt to find a right way 8) with you.

We check our corporate AWS subscription with SCOM with an AWS Management Pack , produced by Amazon. We have installed the latest version , it works really fine,so that I am able to see almost all objects from it ....exclude some little issues I can't explain.

Issue 1. I am not able to check health of all the Elastic Load Balancers . They have been discovered succesfully, but they are in "Not monitored" state constantly. Also there are no performance presented from them in SCOM.
I apply a special IAM account to connect from SCOM to AWS which has Read-Only rights on all objects in the Subscription. When I log in into AWS as this user I am able to see all the objects , include ELB as well as metrics from them.
Based on the facts described above I have a strong suspicion that the root of an issue is in the account rights. But I am not so keen in AWS so wouldn't you be so kind to give me a clue what should I do to get all the info from ELB ?

Issue 2. I have a custom set of metrics from Cloudwatch. I get them as Performance in SCOM from AWS. But sometimes usually after network errors or internet shortages I lose them, sometimes partly, sometimes all. I can correct it to tune the "The sample period" parameter in the performance collection rule by decreasing or increasing it to 2-3 min, then the rule starts to work fine. The metricset in AWS at the same time collects all the data without stops. What could be a reason of complete stop getting data despite its presence in AWS and why could I repair them on that strange way ??
