How am i able to create a developers tab in excel on a shared file ?

I am creating a spreadsheet with many questions. for one of the questions I need to add a drop-down menu with Multiple selections for the answer. when I do this on excel on the normal desktop it just works fine and allows me to an additional tab for the developer. However, when I try and customise ribbon on a file in the shared file so all parties can see it, it does not work? does anyone know why this may be ? Many thanks in Advance

    Did you enable any shared feature in Excel?
    How did you create the developer tab?
    How did you shared the file?
    In my opinion you should you export your customize ribbon, go to File- Options- Customize Ribbon- Import/Export- Export the customize ribbon:

    Shared the Customize Ribbon and import to shared usrs.
