ASR Setup: Failed to configure server

I'm attempting to install Microsoft Azure Site Recovery Setup as per: https://learn.microsoft.com/en-in/azure/site-recovery/tutorial-vmware-to-azure. I'm receiving the following error during the install:
Message: Failed to configure server
Possible causes:
One or more of the following issues are observed.

  1. Failed to create junction to installation directory
  2. Failed to delete firewall rule for data transfer port
  3. Failed to update configuration files
  4. Failed to generate passphrase
  5. Failed to generate encryption key
  6. Failed to generate CS/PS certs
    Recommendation:
  7. Ensure all prerequisites are met
  8. Refer to C:\ProgramData\ASRSetupLogs for more information

    I ran the MS ASR Troubleshooter tool. The ouput gave me multiple Issues:

    I set the services to automatic start and in the firewall on site opened ports 443 and 9443. Then tried again, gave me the same error. checked the ASRSetupLofa again:
