Creating upvoting/down vote for features with Power Automate and M365 services

Hi All,

I would like to create a feedback board, like something below:

  1. Public accessible - and they can vote up or down
  2. new item is added automatically when one manually approved the features that comes in, -> so this public feature list will be "selected handful"
  3. Using MS 365 services/products

Is it possible to create something like this.

No SharePoint external sharing is allowed

Can this be made in MS Form?
