I noticed an error in
HasIntuneSubscription: Site has no Intune subscription.~~
AdminUI Content Download thread is starting...
Download Admin UI content payload~~
Get AdminUI content cab url~~
The payload will be downloaded to E:\SCCM\AdminUIContentPayload\ConfigMgr.AdminUIContent.AUC~~
Download manifest.cab~~
Redirected to URL https://configmgrbits.azureedge.net/adminuicontent/ConfigMgr.AdminUIContent.cab~~
Got fwdlink and recreating the httprequest/response~~
ERROR: Failed to download Admin UI content payload with exception: The underlying connection was closed: An unexpected error occurred on a send.~~
Failed to call AdminUIContentDownload. error = Error -2146233079~
AdminUI Content Download thread is exiting...

If I put the URL into Internet Explorer (Server ) it will not download the file. If Chrome is used (On my laptop I use Chrome / Edge Is chrome too) The file downloads. Have you found a solution?
On Server If i manually enter URLinto Chrome for the URL it works. Using IE it will not work on server doing the same test> manual path in address bar. I get the same TLS message you have
