Windows Server 2019 Standard edition is licensed for two (2) operating system environments (OSEs), or Hyper-V containers.
Clarification:
- The Standard edition permits use of the server software in two OSEs on the Licensed Server.
- Standard edition permits use of one Running Instance of the server software in the Physical OSE on the Licensed Server (in addition to two Virtual OSEs), if the Physical OSE is used solely to host and manage the Virtual OSEs.

2 OSE's mean the 1 license can be applied to the physical host box, and then 1 VM on that box?
