Just did some testing and discovered that V4.5 of Dell CC does not require HAPI.
Also, it runs under win10 but Im not sure if thats true for all BIOS settings.
I suspect that some settings may require WinPE.
Dell Command and Configure and Config Manager

Greetings,
We are looking to use the Dell command and configure to change some BIOS settings.
We are hoping to send out a task sequence with all the necessary commands.
Can CCTK be run on a Windows 10 computer or does it have to be run under WinPE?
With DCC V4.5 do you still need to install the HAPI drivers first before running CCTK?

After review the issue description, I think it's more related to Dell question, you may get a more professional support from a Dell Community.And personally I think CCTK should be run under WinPE because cctk.exe is at the root of the Windows PE disk, here is a guidance I searched online to run Dell Command and Configure commands in MDT or SCCM:
