Before I had mail ******@windowslive.com, I did not use it and it disappeared. Now I can not make the same address because it says the domain exists. I do not understand? Can I create @windowslive address? Or does it no longer exist, only @hotmail and @outlook?

If yes, we'd like to inform you that after 5 years of inactivity, your Microsoft account will be deleted and cannot be recovered. You may refer to Microsoft Service Agreement for further details.

    Note: If your email account is not inactive for 5 years you may check this link to be guided on how to recover it.
