Forwarding to externcal domain

I am using office 365.

I trying to forward the email to an external domain. I tried changing the configuration from

Threat Management -> Anti-spam -> Settings ->Outbound Spam filter policy

I selected the On-forwarding is enabled.

It shows we are making changes then I got the Client error.

    As the error message suggests, you need to enable customization first. To do so, first connect to Exchange Online via PowerShell: https://learn.microsoft.com/en-us/powershell/exchange/connect-to-exchange-online-powershell?view=exchange-ps
    Once connected (with admin credentials), run the following cmdlet:

    Enable-OrganizationCustomization
