GUest user not getting the OTP

Can we use OTP method for external user?

If guest user is having mail box in cloud and in on premises, is there any relation to these two?

Guest user is assigned with the licenses, we have configured the hybrid configuration and the user is already had mail box
so here user mail box is not created in the exchange online yet ( we have not moved them to cloud as of now)

user from any other domain which are accepted domains is not getting the OTP. when they login inside the organization user are able to login,
But when user login outside user is not getting the OTP. With normal account OTP is receiving. Please help

FYI: MFA is enabled. There are no any errors receiving.

    Yes, you can use OTP method for external user. According to this article from Microsoft: “Email OTP enables you to collaborate with anyone, no matter where they are in their cloud journey. If your partner organization is not yet in the cloud or in a hybrid environment, on-premises guests can simply sign in with email OTP instead of having to use cloud sync, federation, or another solution.”

    Have you shared site with guest users? Per my research guest accounts are created when someone shares a document, folder, or site with an external person.
    Settings > Site permissions > Invite people > Share site only
