Sorry for not been able to test in the same .NET application that you mentioned. I've done a lot of searching and found other several similar threads, from which we might could infer that this feature may not be supported in newer versions of outlook. If possible, I would suggest you to try the Drag And Drop Add-in mentioned in the thread you provided, looks like it is a good suggestion and can indeed help some users solve their issue.

If you do still have a demand to add this function to Outlook for Windows, I have created a User Voice thread here, please remember to vote on it just as what I did, Microsoft may notice it and add it in the later version.
