From the description you provided you seem to be unable download an exported PST file from your Outlook.com account.
So let us work together as a team to get to the bottom of this issue of yours and to start things off I need to ask:
- Did you export from Outlook using our Export mailbox and delete search history in Outlook.com guide?
- You've used "different devices/ browsers" but have you used a totally different network connection?
- What results are you getting in your current network when you do a Speedtest?
