I understand. My suggestion is to still delete all the profiles in the registry and this time please turn on the "Outlook Logging" for your Outlook.
To enable global logging in Outlook, follow these steps:
- On the File tab, select Options.
- In the Outlook Options dialog box, click Advanced.
- Scroll down the list of settings, and then select the Enable troubleshooting logging (requires restarting Outlook) option.

Since the Outlook Logging is enabled, then if the issue reappears, you can log a ticket directly to Office365 Support. Then they can investigate the Outlook Logs that you have to identify if the issue itself is in the public folder.
