Hi Tony,

To my knowledge, the default size of single attachment in an email is 25 MB. Meanwhile, the default message size of an email is 25 MB as well.  So if the total message size is over than 25 MB, you could receive this error as well. Of course, the maximum size of both can be increased up to 150 MB. To change the maximum size, you need contact the admins in your organization to operate in Exchange admin center. For your reference, see the instruction below.

While if the total message size doesn't exceed 25 MB but you still receive the error, the issue could be related with Outlook desktop client. Please try to use Outlook on the web to send the email with attachments as a temporary workaround. Besides, please capture a screenshot of your Outlook desktop client version info via File > Office Account > About Outlook.

Regards,

Marvin
