Meanwhile, if you’re suing Outlook.com, let's check if the problem was related to your browser. Please try accessing your email using a different browser and check if you'll experience the same behavior. In this way, we can identify if the issue has something to do with the browser you're using.
If you’re using the Outlook app, please check if your Office 365 Email rules are working when you access is via Outlook.com. If the issue didn’t persist on Outlook.com, it’s possible that the issue was with the Outlook app. In line with this, let’s try to perform the following troubleshooting steps that usually resolves problem with the Outlook app:
1. Open Outlook in Safe Mode
If you’re using the Outlook app, please open it safe mode. This is useful when you have problem with Office application's feature that isn’t working as expected. This way, we can also identity if there are add-ins or extension that may be causing the problem. To open Outlook in safe mode, press Windows key+ R> TypeOutlook.exe /safe, and click OK.
2. Update Office and Windows 10

3. Repair Office

4. Uninstall and reinstall
Just in case running Repair didn't help, you may also consider uninstalling and reinstalling the Office application.
