I have SharePoint 2013 Export users,groups from one web application (Prod) to another web application (dev) using power shell script or any other ways.
I have issue with SP 2013 user profile services issue ,Immediately we need to set up development copy of existing
prod environment list and workflow we need to make permissions ,users ,groups same as prod.Please let us know any feasible solutions.

I followed above steps to fix User Profile, but both FIM server are not started , please suggest

The request for user ,group permission need to replicate in Dev server . is little urgent so if you have any reference to import and export users using power shell would be helpful and can work on User profile issue.
When ever i try to search for user its not showing any result in once web application. we have another web application it give results if i search foe any user.
We have SP 2013 (1 App server + 1 Web Server + 1 Database Server)

When every i start the User profile service application it stuck in starting and after some time it stops.
Both fim services didn't get started . I tried timer service restart , checked the logs but didn't find any
relevant issue related to user profile service error.
