If you have a Microsoft 365 subscription or non-subscription version such as Office Home and Business 2019, 2016 or 2013, in most cases you can't run these versions together on the same computer. See Install and use different versions of Office on the same PC - Microsoft Office.
According to Double-clicking a .msg file opens an unexpected version Outlook (microsoft.com), "because Office Click-to-Run does not uninstall any previous Office versions, you will be using Office in a coexistence configuration. If you do not need the earlier version of Office installed on your computer and you are only using Office 2016 or Office 2013 programs, you should consider uninstalling the earlier Office version." So would you please check if multiple Office versions have been installed on your PC and uninstall the earlier version in Control Panel.
