Sharing secondary calendars

In our company, our HR department maintains a PTO calendar once time off is approved.  This is a secondary calendar under the HR director's Outlook calendar.  The director would like to share this calendar with each department head, but when we follow the process to share a calendar, she is only given the option to share her primary calendar.  Manually, she can change the permissions for the calendar and give permission to other users to view the calendar, but none of the users are able to add this PTO calendar into their own Outlook.  Thank you in advance for any assistance.

    The OWA option did allow us to share the calendar.  Thank you for the assistance.

    Thanks for your quick reply.

    From your reply, I suppose the second calendar is created by adding calendar feature like the screenshot below. According to my experience and test, the kind of calendar belongs to the local and not sync server. Therefore, the calendar can't be added in other members' own Outlook. Though the calendar can be shared via email, it can't update automatically.

    The calendar was created in Outlook as a second calendar for the user.  I don't know the exact steps or date of creation as it has been in use for several years.

    I have tried to create a secondary calendar myself on my account and cannot share this calendar either.  I can change the Permissions for the calendar, but I cannot actually share it.

    I will try sharing via the web to see if this allows me to do so.
