error code CAA2000B

I can't finish the setup for Outlook because I keep being prompted for my credentials then I get this error code 2000B. Help.

    Hi Richard2038,

    As the error message showing maybe administrator has disabled the application, so I suggest you contact your Tenant admin to confirm If Outlook was blocked. Here is the reference:

    In addition, the error message indicate maybe the subscription within the tenant has lapsed. if it is convenient, please share your email account via Private Message to let me check the situation of your tenant.

    I worked with an agent (Darla) for personal 365 accounts for at least an hour last night. We kept running in a circle in regard to the tenant error. At last she told me that it would have to be solved by an agent in business accounts. 

    This morning I worked with an agent (Manmohan) for business accounts for exactly an hour and we also ran in a similar circle although following a completely different path. The basic issue is that Microsoft has associated my business and personal accounts, and it will not allow me to use either of them to setup Outlook!

    At the very end Manmohan told me that I'll be getting a call from business account services and I'll have to create and use a third email address in order to use Microsoft 365!

    Thanks for your information!

    I have checked your email account using internal tools, but I did not find any subscription licenses at our side, which is why you cannot setup  Outlook and encounter this error. Therefore, I recommend you contact your tenant admin to buy the licenses so that you can use Office 365 normally.     My email is XXX. Something is surely amiss with my "tenant" as you say, in Microsoft 365.
