Based on my research, there is no new limit added to SMTP server. Regarding your scenario, I recommend you first check if port 587 is blocked by your firewall or ISPs. Besides, I’d like to share that Microsoft 365 or Office 365 imposes a limit of 30
messages sent per minute, therefore, please also note your delivery rate. This link lists a series of problems and related solutions related to SMTP client submission, you could view if it helps you.

- Non-delivery report email(NDR) or screenshot of problematic page. For privacy, please offer me the NDR email in
private message.
- Did your organization modify any setting recently? Such as enabling Microsoft Security Defaults or multi-factor authentication(MFA), or changing default port of device.
- Is your device able to use TLS version 1.2 or above?
