export contacts not working

When exporting hotmail/outlook contacts into contacts.csv, only approximately 10% of the contacts are exported (25/250 or so).

The export was attempted by using the prescribed method (people-manage-export-all contacts-save file).

Why?

    Dear Glenn,

    Thanks for your post - but I do not have time to create another user profile - besides I am already an admin, so I don't understand what difference this would make.

    The "export" function needs to work 100% of the time - this is not an advanced function, perhaps not business critical (at least not for me), but nevertheless something that should work - after all, you are one the largest and most famous sw companies in the world!

    We’re glad that you reached out to the community for support on this issue of yours.  We’ve already responded to your query, however, we have not heard a reply from you in the last 48 hours confirming if any of our suggestions have been helpful or not.

    I personally understand that finding time to work on this matter can be a little difficult to manage.  So please accept my sincerest gratitude for even entertaining this follow-up of mine.

    We understand that you're having some issues exporting contacts from your Hotmail.com account to a *.csv file. It appears that the resulting *.csv file is missing a lot of contacts.

    In order for us to better assist you I need to ask:

    1. What's the size of the *.csv file? To determine the file size, please locate the file that you want to determine the size of; right-click the file and click on Properties. In this example, the *.xlsx file is 6.01 KB (6,164 bytes), and that the size on disk is 8.00 KB (8,192 bytes).

    1. From the device you’re having this issue with exporting, can you tell me if you’re getting all green checkmarks when visiting the following link? https://portal.office.com/ServiceStatus
    2. If I'm not mistaken you used the steps from our Export contacts from Outlook.com to a CSV file guide. I wanted to focus on step 4 which gives you the the options: All contacts and Contacts. Do both options result in the same *.csv file that's missing some emails?
    3. Can you use a different web browser from the one you're using right now to do the export? Does the issue still occur on that other web browser?
    4. Can you use a different device from the one you're using right now to do the export? Does the issue still occur on that other web browser?

    Thanks for the additional information, Johan.

    If you don't have another device, the next best thing we can do is create a new Windows user profile, log in to that profile and see if the same issue occurs while within the profile. So to create a new profile please follow the steps from our Create a local user or administrator account in Windows 10 guide. I've included a photo of the exact steps to perform.
