From your description, please use the Outlook on the web for temporary usage.
For this case,
can we know what had you done before this issue occurred please? Like updated the Outlook client or updated the Windows OS, and so on.
In this situation, please go to
Control panel >
Mail (32/64-bit) >
Show profiles >
Add… button to create a new Outlook profile, then under "When starting Microsoft Outlook, use this profile:
" section > select Prompt for a profile to be used option to restart Outlook.
Please be noted: don't remove any older profile before everything works.
Feel free to let us know how it goes.
Meanwhile, you also can try
repairing the Outlook data file to check this issue. Noted: before you repair it, you need to copy-paste that data file firstly to backup.
Also, let us know the detailed Outlook client version. We can get it from other Office applications.
