    Hi LinhNguyen_194,

Thank you for posting. Does this issue happen with every users or specific user in Exchange Online plan 2?

If you recently enabled MFA setting, please wait for some time and then use App password to check this issue.

You may also using the Classic Exchange admin center to disable and then re-enable POP3/IMAP4 for a user. See Enable or Disable POP3 or IMAP4 access for a user in Exchange Online

May I know is there any specific reason to set up Exchange Online mailbox via using POP/IMAP?

Moreover, I would like to clarify since in our forum we don't suggest/support to set up Exchange Online mailbox via using POP/IMAP protocol. We always recommend to use the automatic via Exchange protocol to set up Office 365 account on Outlook desktop client.

Regarding this point, we would truly appreciate your kind understanding.

    Best regards,

    Shyamal
